On the 1 Dec. 1775 Paul Micheau, one of the Deputies from Richmond Co. inn the first Provincial Congress ...replied the next, in a letter address to John Poillon, John Jensen & Lambent Merrill, of the Committee for Richmond Co., urging them to elect Deputies to represent them without delay spectators?, & rest assured, gentlemen that spectators? the neighbouring Colonies will not remain inactive spectators if you show a disposition to depart from the Continental Union. We beg, gentlemen, you will consider this matter with that seriousness which the peace, good order & liberties of your country require.

    The answer of the committee is given before their reply to the Congress, date of the 15 December, 1775. Congress passed several resolutions, censuring Richmond count for its delinquency.

Richmond Co., Dec. 1775, Mr President: We agreeable to your request, have cause by advertisement, the freeholder & inhabitants in our county to be convened on this day...a regular poll was opened; at the conclusion of which it appeared that a majority was, for the present, for sending no Deputies .... encouraging hopes of having, a reconciliation with Great Britain.

    . On the 6th of May, Gen. Washington wrote to the Committee of Safety, informing them that Peter Poillon, of Richmond county, had been arrested for supplying the king's ships with provisions. On the 8th, Poillon was brought before the Committee & examined. He did not deny the charge, but pleaded in extenuation that the regulations for preventing intercourse with the king's ships had not been published in Richmond County until the 2d or 3d of that month, & that therefore he was ignorant of them; he stated further, that he left home with a considerable sum of money to discharge a debt in Kings County, together with some articles of provision for New York market, of the value of about £3; that while passing the ship of war Asia, at as great a distance as he safely could, he was fired at, & could not escape ; he proved further, by reputable witnesses, that he was a respectable man, & had always been esteemed & friend to the liberties of his country. He was discharged, with a caution hereafter to keep at a safe distance from the king's ship, & to warn his fellow citizens of Richmond County to do the same.

    . The Billiou-Stillwell-Perine House, located on NYC highest point at 1476 Richmond Road, Dongan Hills, on Staten Island, NY. is a Dutch Colonial structure and is one of the oldest buildings still standing on Staten Island. It is a small whitewashed undressed fieldstone building with 2 windows and a narrow door and with a steeply pitched roof. But the building's most distinctive feature was the huge fireplace, with neither jambs nor sides, which still stands. The oldest section of the Richmond Road structure is believed to have been built in 1662. Remarkably, the house stands as the only remaining building on Staten Island built under Dutch rule. In 1760, the Perrine family added a chamber or bedroom in the rear and in 1790, the Perines build a kitchen onto the original Billiou portion of the home; 1830, the Perines build another kitchen onto the Stillwell portion of the home.

    The 2 oldest sections of the home overlap rather oddly. It is believed that rather than demolish a large, old tree near the corner of the older home, the family decided to build the newer portion to one side of the original building.
    Originally built by Pierre Billiou, a Huguenot, who arrived at New Amsterdam fleeing religious persecution in Europe in 1661 and founder of Oude Dorpe (Old Town) in the same year, subsequently received a land grant on Staten Island, erecting the original stone section about 1665. His daughter Martha (1652-1736) inherited the property and resided there with her husband, Thomas Stillwell (1651-1705), and later with her second husband, Rev. David de Bonrepos (1654-1734). She married Rev. de Bonrepos in 1711. In 1679, Thomas Stillwell, a well-to-do landowner, enlarged the house. His and Martha's descendants, the Brittons, owned it until the mid-18th century.
    It was then acquired by Edward Perine in 1758. The Perine family owned it until 1913. It has a shingled, sloping roof, and a Dutch jambless fireplace, which is very high and has a large stone hearth. A secret chamber opens into a room that features a ceiling with exceptionally large beams. 2012.

    Richmond County, To all to whom these presents shall come or may concern Peter Rezeau of the County of Richmond Esqr., Sends Greeting Know ye that I the Said Peter Rezeau for divers good & reasonable Causes me thereunto moving have published the following Declaration.
    That is to say that after the publication hereof I will not pay or cause to be paid to any person or persons whomsoever any Sum or Sums of money for any goods Sold to or any moneys Lent to my wife Dorcas Rezeau or which at any time hereafter shall be by them Sold or Lent to the Said Dorcas [i.e. his wife] in my Name or upon my Ace* & also if any person or persons shall hereafter buy or take into their or any of their Custody any of the goods or Chattels belonging unto me, that as Soon as Notice is had thereof, I will prosecute every Such person or persons being of the same convicted to the utmost of my power until They shall make Restitution thereof witness my hand this Second day of July Anno Dom 1718.

    . 1704 Mar 23 - A Road Laid out by Joseph Billopp & Jacques Pollion [" & Cap* Nicholos, Manning" interpolated in margin] To of the Comrs appointed by act of assembly for the Laying out Roads in the County of Richmond as followeth [ferry, in margin] from the house where Abraham Lake now dwells along the up Land of the waterside & along the front of Justice Duxbury, Lambart Durland Nicl[?] Tunison Garrett Veighte & so over a bridge to be made over a creek & then over a Small Salt Meadow To will [?] George's Land & then along the front of Said wilt George's Land Jn° Stats George Hogland Hendrick Cruife Derrick Cruife & So over a bridge to be made over a Creek & then on a direct line through the Earle of Limricks Land to the mill & So over the mill dam & So a Long the front of Jacob Coffons Land & the Lotts in the possession of Jno.     . A Road from the Head of the fresh Kill To Capt. Christopher Billopps [in margin] from the head of the Fresh Kill, between Rofoes fence & James Hanfis fence, & so along between the fence, as they now stand provided there is 3 Rods between them & So along by Angle burtts & over Coartlandts Brook & so along between the fences as the old Road, hath formerly & now doth go, & by the pound being now at ye Corner, of Jno. Vanhoes Land, & so along the Road, which is now made up of to the Cornr of the Land Lattley belonging to John Lacount, & then turning one the Left hand & along as the path goes to Billopps Creek & over the Said Creek, along the path by Buttlers Houfe which brings you into the Maine Road which goes to Capt. Billopps, ferry this road to be all the way 3 Rodd, broad English measure. This Two Roads was Recorded for the Commissioners, May ye 5th 1709.

Billopp, & Nich Manning, Two Comifs appointed by act of assembly for Laying out high wayes & do think it Very Convenient that there be a Landing in the Great Kill for ye life of ye Inhabitants of this County to Imbarque or disimbarque, & such Cattle, Corner or other Commodities, as they may have occasion for have been & Viewed ye place, in Company with fome of ye Neighbours, & doe Judge, that the place where (loops & other vessels formerly & usually do Come too, is a Very fit & proper place for ye the above Mentioned, & have marked the said place by putting into the ground, Four (tones, & that the way or Road, that hath formerly been & is made use now, to the said Greatt Kill & Landings, be & Continue, & that the said way or Road, not be less then 3 broad English Measure.

A Road Laid out by Joseph Billopp & Jacques Poilion 2 Comrs. appointed by act of assembly for the Laying out Roads in the County of Richmond as followeth: Viz from the water Side on the North Side between the Burying Pl., the Land belonging to M1' John Scott & so along by the fence of Said Scotts Land to a dead white oake tree marked & over the Corner of Said Scotts Land to another dead white oake tree & from thence in a Straight Line to the old Road that goes through ye Swamp & so along by 2 Mark'd trees until you Come to the old road again neare Christian Coursons fence & from thence a Long by the fence of Richard Merrells Land & So along the Land of John Shottwell to 2 white oake trees standing Together & from thence Southerly in a Direct Line through Daniel Shottwells' Land & from thence Clofe by ye Side of Ephraim Taylers old house & then through ye said Taylers Land along by a large Chesnutt Stump & from thence through the Land belonging to Peter Stats directly by the East Side of a Large white oake tree without a top & so along the Road now Vfed to a bridge neare Aaron Pralls house & over the Said bridge along by the fence that is now Standing to the corner of the fence of the Land belonging To Barnt Christopher & then Running South East between the Land of Said Christopher & ye Land of Lambart Garrison present high Sherriff & so along the rear of said Garrisons Land to ye foot of the fresh meadows & so over the said meadows & a run of water to a white oake tree with a dead tree & So along by marked trees to the Gully & So down the Said Gully & over the Creek between Mattes alias Mathew Deckers house & the house where Jacob Jernero alias buff [illegible] now Dwells the said Road to Continue three Rods English Measure - Excepting where the Roads goes through or by any person or person's Land that the owner or owners thereof are obliged by their patent to Leave a greater breadth for high Ways The Road as above recorded was Laid out by This Roads was Recorded for the Commission May ye 10th Day 1709.

    Beginning at a black Oak tree near ye barrs, against John Pollon House marked with a x & a notch & for along by a Large Rock & then along a Little Inclining to the left by Several Trees, marked with a x & a notch to the main Road, & all along the main Road to Eagle Ness Hill, thence Inclining one the Right hand by a Large black Oak Tree, Marked with Two xx & So along the path by Several Trees Marked with a x & a notch to a small black Oak Tree, Marked with xxx & from thence by Several Trees with a x To the Road by Engleberts House This Road to be Three Road English Measure.     . [South Division A Road from John Polions House to the High way & for divers Inhabitants to go to Church Mill & Meadows & c Wee Jacques Poillion & Jos. Billopp, & Nich Manning with the Consent & advice, of Several of the Inhabitants, do think it Very needful to have a Common Landing place, upon the meadow on the back sides of the House where the widow Leforge now Lives, being the Land of the Widow Van Coartland* & that the Same be a Constant or Common Landing place, for all such as may have occasion to Imbarque, or Disimbarque & Cattle, Corn or other Commodities & three Rod in breadth to be Allowed for a way to go to the Sd Landing.     In the Name of God Amen. I Peter Perrine of Staten Island, Richmond County & State of New York, Cordwainer, being weak in body, but of sound Memory (blessed by God) do this 19th day of March, in the Year of our Lord,1796 make & publish this my last Will & Testament, in the manner & form following. That is to say,
    First my Will is, that all my just & lawful Debts shall be paid, & my funeral Charges defrayed, after my decease. Item. My Will is that all my real & personal Estate of whatsoever denomination the same may be, shall be sold within 3 months after my decease, except such things as I shall give & bequeath unto my Wife herein after. And when all the Estate as aforesaid shall be turned into cash, in hands by my Executors, then my Will that my
    - Wife Susanna shall be paid in lieu & instead of her Dower the Sum of £70, New York Currency, with a Feather Bed, Bedstead & Furniture complete, a round Tea Table, a Square Table, one cow, the choice of my Stock, one Horse, 2 pots, 5 silver Tea Spoons, & a curly Maple Chest Item;

    All the before mentioneth Legacies to be paid unto them by my Executors, with all the Monies arising from the Sale of real personal Estate shall be into the hands of my Executors.
    Item. I give & bequeath unto the children of my Son Daniel, the sum of £10 to be equally divided between them, when they shall severally arrive to the age of 18 Years; & if any of my children or grand children, as aforesaid, shall die, before they have received their portion, leaving no lawful Issue, that then the share of any so dying shall go to the Surviving, share & share alike. Item.
    I give & bequeath the residue & remaining part of my Estate, after the before mentioned Legacies are paid out, unto my 4 children, begotten by the Body of my Wife Susanna. Viz. Martha, Charles, Sarah & Juda, to be divided in 5 equal shares.
    Viz. My daughter Martha to have one of the 5 shares,
    my son Charles to have two of the 5 shares,
    my daughter Sarah & Juda each one share.
    My Will is, that the Legacies bequeathed to my last mentioned 4 children shall be put out to Interest with taking good Security for the Same, & shall be supported & brought up out of their own share
    until they shall severally arrive to the age of 18 years; & if any of my said last mentioned four children viz. Martha, Charles, Sarah Juda shall die before their share or portion comes due, leaving no lawful Heirs, that then the share of any so dying shall go to the surviving, share & share alike.

    And Lastly, I constitute & appoint my son Mathias, & my friend Barzilla Grover, & my loving Wife Susanna, Executors of this, my last Will & testament, to see that it is executed & performed, according to the true Interest & Meaning thereof; disannulling all former & other Wills heretofore made by ratifying & confirming this to be my last.
    In Witness whereof, I have hereunto set my hand & Seal, the day & date first above written.

Richmond County: Be it remembered that on the 28th day of March,1796, personally came & appeared before me, Abraham Bancker, Surrogate of the said County of Richmond, Jacob Cortelyou, Yeoman, & Bernard Sprong, Surveyor, 2 of the Witnesses above named, who, being duly Sworn, deposed, that they did see Peter Perrine deceased, sign & seal the preceding Instrument of writing, purporting to be the WILL of the said Peter Perrine & heard him pronounce, publish & declare the Same, as & for his last Will & Testament; that, at the time of the execution thereof, he the said Peter Perrine was of sound mind, memory & understanding, to the best of the Knowledge & Belief of them the Deponents, & that they, together with James Bedell, subscribed their names to the said Will, as Witnesses thereto, in the presence of the said Testator & in the presence of each other.

The People of the State of New York, by the Grace of God, free & independent: To all to whom these Presents shall come or may concern, send Greeting: Know Ye, that at Castletown, m the County of Richmond & State of New York, before Abraham Efancker Esq; Surrogate of our said County, the Last WILL & Testament of Peter Perrine, deceased (a copy annexed thereto) was proved, & is now approved & allowed of by us, & the said deceased having whilst he lived, & at the time of his Death, Gods, Chattels or Credits within this State, by means whereof the proving & registering the said Will, & the granting administration of all & singular the said Goods, Chattels & Credits, & also the auditing allowing & final discharging the Account thereof, doth belong unto us, the Administration of all & singular the Goods, Chattels & Credits of the said Peter Perrine deceased, & any way concerning his Will is granted unto Barzilla Grover, Mat hi as Perrine & Susannah Perrine (the Executors & Executrix in the said Will named), they being first duly Sworn well & faithfully to administer the Same, & to make & exhibit a true & perfect Inventory of all & singular the said Goods, Chattels & Credits, & also to render a just & true account thereof, when thereunto required.
